On the morning of 14 July 1789, the city of Paris was in a dire situation that was ringing alarm bells. On this day, King Louis XVI of France ordered his troops to march on the city of Paris. There was a big problem behind this order, as rumors spread among the public that the king would soon order the army to open fire on civilians.

These rumors became a cause of great resentment and uncertainty among the people. In such an atmosphere, about 7,000 men and women gathered in front of the town hall, where the Confederate leaders had held a meeting. In this meeting, they decided that they would decide to form a people's army.

The purpose of establishing the Jana Sena was that the people themselves could defend their rights and safety if the government tried to oppress them.
